Hi,
Can a person be eligible for ILR if spent 4 years in the UK continuously on a Tier 2 Dependent VISA followed by another 4 years on Skilled Worker(Health and Care Worker) VISA? Or has to spend one more year on VISA?
Spouse is UK citizen for 1 year.

No. Time spent with a visa as a main applicant and as a dependant cannot be combined for ILR. You need one more year

OP had Tier 2 Dependent, not as a main applicant.
