Apply Child ILR

my child is not in UK, now I got my ILR can I apply for his ILR too? can someone help me to understand what is the procedure and requirements please

My child and spouse - they had T2 General and is now expired. They were out of country for more than 20 months. My spouse is willing to send my child to UK.

You cant apply for child if you dont apply for your spouse. You would need to prove with official documents that ypu have sole reaponaibility for the child.
How old is the child?

The general rule for a child to have ILR is that they have the same UK immigration status as the second/less-privileged parent.
Just because you have ILR does not mean that the child can apply for ILR.
The other parent and child will both need to move to the UK on appropriate family visas, meet the requirements. The child can apply for ILR along with the other parent.

The child's age is not a factor in your case. The child follows your partner and settles when your spouse settles

I am planning to apply for British citizenship (BC) and British passport (BP) after I finish my ILR 12 months
If I get BC and BP and by then my child will be 14+ years, so can I apply for child BC and BP as well If and after I get mine?

No you cant. It doesn't work like that. You becoming british doesnt provide any instant route to citizenship for children born before you became british.
The same advice applies, the child and your spouse need visas and 5 years of residence before they can apply for ilr. This is required first before either of them can consider citizenship.
