Hi,

Can I apply for priority service (5 days) if I am applying 28 days before I complete 5 years in UK under Tier visa?

When you apply has nothing to do with it. You can apply via priority service but priority service availability is quite limited: Online Application - Why there is no Super Priority Service Option ?
