Varying PBS Dependent to ILR - Application date query

Hi All,
My wife's immigration history:
PBS Dependent expiry : 8th Dec 2023
ILR Eligibility date : 28th Dec 2023 (28 days already deducted)
I am planning the following :
1 - apply for PBS extension on 2nd Dec 2023
2 - book Biometric for this on say 30th Dec 2023
3 - apply ILR on 28th Dec 2023 as "application to vary" on priority service
4 - re-book biometric date
a couple of questions on the above:
1 - am I eligible for PBS Dependant application fees + IHS refund on a successful varied ILR?
2 - as per
Official guidance
"
The application date will remain as the date you submitted the previous application."
this is throwing me off, when we vary to ILR the date will still be of previous application?

The date of application is not necessarily important regarding the lawful residence period required for ILR.

you are truly a legend mate, clear, concise and detailed explanation!
So, if I revise based on the new information you provided
1 - PBS Dependent expiry : 8th Dec 2023
2 - ILR Eligibility 1st Jan 2024 (28 days deducted, I had to revise this)
3 - I apply for ILR straight on say 2nd Dec 2023 using 5 days priority service
4 - book biometric for this ILR on say 4th Jan
so the decision day would be after 4th Jan which would qualify us for ILR eligibility.
Does it make sense?

Thanks, just some advice when I appreciate something...
Why dont helpful people like you carry a signature/something that carries your bank details/paypal so people can tip as a way of thanking you voluntarily? Solicitors usually charge £70+ for a single piece of advice and you do the same thing for free!

Main applicant's status : British Citizen now, Tier 2 General route in the past, ILR acquired in 5 years

Form Set(O) yes. Apply as a Skilled Worker Dependent.
