ILR Eligibility After Switching from Tier 1 Entrepreneur to Skilled Worker

My husband entered the UK in 28 November 2018 on the Tier 1 (Entrepreneur) route, with a BRP valid until 20 March 2024. He applied for ILR under the Tier 1 Entrepreneur route before expiry, but after an 18-month wait the application was refused this month. He submitted an administrative review within 14 days, so his leave was covered under section 3C. Yesterday, he successfully switched to a Skilled Worker visa.
Can he now apply for ILR under the Skilled Worker route and count the time he previously spent in the UK under Tier 1 Entreprenurer (including the period covered by section 3C while his ILR application was pending and then refused)?
