New immigration fees

I've just downloaded the fees from April 6 2010 and am wondering what
the following mean:
ILR postal £840
ILR[CESC] ?
ILR[PEO] ?
My wife[Hong Kong] is applying for ILR.
Any ideas?

ILR Postal - ILR through Postal or courier applications.
ILR [CESC] - Council of Europe Social Charter
Council of Europe Social Charter (CESC) fees
The fees for nationals of countries which ratified the 1961
Council of Europe Social Charter (CESC), ie Croatia, FYR
Macedonia or Turkey, are different but only if they are
applying under the following categories or routes:
- work permit holder
- highly skilled migrant (of either kind)
- Tier 1 (General) migrant
- Tier 1 (Entrepreneur) migrant
- Tier 2 migrant.

ILR [PEO] = ILR at Public Enquiry Office (PEO) in-person.

for HK, it should be ILR[postal] or ILR[PEO] depending on how you are applying, in-person or by post.

Remember to download the latest application form in April 2010 which mentions the new fees.
