ILR/transfer of condition

for transfer of ILR stamp form old passport to a new one, why one has to answer this question:
Do you or any dependants who are applying with you have any criminal convictions in the UK or any other country (including traffic offences) or any civil judgments made against you?
Is'nt this question meant for poeple who are applying for ILR for the first time?
Is County Court Judgment same as Civil Judgment?

No, citizenship is tougher on character, if you want to be British you have to be clean!

The Question was if one needs to transfer an ILR stamp form old passport to a new passport (already has an ILR), has to fill NTL form and in that form you have to answer the following question:
Do you or any dependants who are applying with you have any criminal convictions in the UK or any other country (including traffic offences) or any civil judgments made against you?
This is not a citizen application question, why the Home office has to make checks again for an ILR stamp to be transferred from one passport to another?
Next question is:
Is County Court Judgment same as Civil Judgment?

No ... does the section above it that says:
It is mandatory to complete this section as required
... and ...
You must answer every question in this section.
Not give it away that it's a requirement of the form and you must answer?
Is County Court Judgment same as Civil Judgment?
I believe so - try googling "civil judgement CCJ" and you'll find plenty of entries equating the two.

if somenone has county court judgment can it effect and ILR application or naturalization application
