Refused ILR on 10 year Long Stay

Hello Can anyone help with info or advice
My 10year ILR application has been turned down for reasons as follows.
"You came into the UK as a visitor 0n 28 May 2000 as a visitor and granted leave to enter as a visitor until 29 November 2000.
You lodged applications for leave to remain in the UK as a student on :
13 November 2000 refused on 13 November 2000 , in time
04 March 2001 granted 01 May 2001 to 31 December 2001 , out of time(The gap between 13 November and 1 May 2001 was because my solicitor was appealing against the decision not to grant me the studen visa which was then granted on 1 May 2001)
18 December 2001 granted 22 December to 31 December 2002 , in time
03 January 2003 granted 09 January 2003 granted to 31 December, out of time
The out of time applications were actually on time as opposed to what the officer claims.
I still have leave to remain and no right to appeal.
What can i do to get them to review the decision?
