28 Days - can apply on 1st day of 28th or it should be less

Hi , can some one advise when can i apply for ILR.
On Sept 27, I complete 5 yrs. so can I apply on August 31st at PEO office personally.
Or I should go on Sept 1st.

UKBA website says
Please do not send us your application more than 28 days before you become eligible to apply.
interpreting from it you are allowed to apply exactly 28 days before or less than 28 days from your qualifying period.
According to your dates, August 31 is 28th day, so you should be fine.
But, if it was me, i would not take that chance (unless I absolutely have no choice) and wait for couple of more days to avoid any rejection.

Hiya
My husband's 2 years is 18th February 2011. I have called the Home Office advice line 2 times and they have confirmed earliest date he can apply is 21st January 2011. They said you dont count the day of the anniversary in UK you count back 28 days from the day before.
If I hadnt called twice I would have been concerned but I have been reassured twice that that is the correct day! But I'm thinking that maybe I will leave it a few days later.....

Just phoned them again and they confirmed that you calculate it by going back 4 weeks from the date of entry to the UK. So your anniversary of arrival was 27th Sept, therefore earliest you can apply is 30th Aug, as this is a bank holiday then you can apply 31st Aug.
