ILR for wife on her separate Tier 2 visa

Hi,
I have become eligible for ILR after having spent 5years on a WP/Tier 2 visa. I am unclear on my wife's status and request insights/advise from anyone in the know.
She has been in the UK for 4.5years on her own WP/Tier 2 visa. I am keen to get our ILR processed together now itself than wait out for April 2011.
1. Can I apply for her as a dependent inspite of her not holding a dependent visa but her own Tier 2?
2. If not, I have the option of making her my dependent and then immediately applying together. In such case, is there any mandated time period for which she needs to be on a dependent Tier 2 to be eligible for a dependent ILR?

Additionally, under new rules can I go ahead and apply for my citizenship right away rather than a ILR now and followed by a citizenship application a year later? Heard something about a provisional status being granted.

2. Possible, as long as 319E is satisfied.

Citizenship in this case requires at least one year being free of immigration restrictions (e.g. ILR status for at least one year).
