Applying for ILR in person - Liverpool or Sheffield PEO?

Hi, I'll be applying soon for ILR under HSMP JR... i have some questions...
1. If you live in the north of England, should you apply to Liverpool or Sheffield PEO in person?
2. I fall under Judicial review due to my HSMP application date being before April 2006, even though approval letter was received after April 2006. Should this fact be given in a cover letter? Would all PEOs be able to bring up records of date of lodgement of HSMP application?
3. Would it be okay to apply by post instead? Or is it better to verbally convey the fact that the lodgement of my application was before April 2006?
4. What is the difference between paid and unpaid absence? How do you prove a paid absence?
5. I have about 130 days total absence, of which about 15 days was unpaid. Is this okay?
6. I don't have P60s for all years, so do I have to show salary slips for all 4 years? or only the last year or so?
