ILR for Qualifying WP Holder

Hi all,
I found this forum very resourceful and expecting some good advice.
I transferred my Leave to remain from "Student Writing-Up a Thesis" to Work Permit on the 22nd May 2006 for 5yrs. My work permit was issued on 3rd May 2006. I have seen in the UKBA site on Immigration Rules that the 5yr qualifying period should start from 3rd of May, 2006. In that respect I guess I am eligible to apply for ILR from 5th April 2011 (-28days from 5yrs). Now my question is:
1) If I wanted to go for an appointment in a PEO, does this 28days rule apply or is it meant for postal applications only?
2) Given the uncertainty of the rules from April 2011, I wanted to be on the safer side. Does anybody know if Writing-Up a Thesis period is counted in or not for ILR?

The period spent writing thesis does not count towards ILR,You are eligible to apply 28 days before May 22 of the 5 th year of your continous residence in UK as work permit holder.
Though you are issued with work permit on 4th May 2006 but it was endorsed on passport on 22nd May,so you count your eligibility from 22nd May and not 4th May .

that is correct.
Thanks All...one question still remains...can I book an appointment in PEO 28 days before the completion of the 5th yr?
