According to the following website, http://www.ukba.homeoffice.gov.uk/sitecontent/newsfragments/35-t1-t2-annual-limits, it states that a new criminality threshold will be implemented on April 2011.

My question is does this applies to 10 years long term residence applicants, also? Thanks.

No.
The Home Secretary announced on 23 November 2010 a number of changes to immigration policy in respect of Tiers 1 and 2 of the points-based system, designed to deliver the government's commitment to place a limit on non-EU economic migration to the UK.

Thanks vinny for the reply. I thought the same when I read that but this post, http://www.immigrationboards.com/viewto ... +threshold, made me confused. Basically, this post says that the criminality threshold applies to all the settlement visas.

It doesn't!
Statement of Intent wrote:The measures outlined in this Statement should not be seen as a definitive account of the requirements that will apply from 6 April 2011. The definitive version is expected to be set out in the Immigration Rules and formal Guidance published in March. The Statement does however represent the Government’s current intentions.

If you read the statement out of context (without reading the document it comes from), you are susceptible to such an assumption.

Exact details of changes to be implemented from 06-Apr-11 should be known by second half of March (as suggested in the document), and then you'll know for sure about the changes and the immigration categories those changes will be related to.
