Hi
...am a bit confused about my eligibility - I've been here for 6.5 years on two consecutive work permits (18mths + 5 years) all for the same local educational authority, in the same school. My current work permit expires 28 July 2011. My friend seems to think since my current leave to remain is 'good' until then, that I can't apply for ILR any earlier than the beginning of July - is she right?

You may
apply for
ILR (
134) no sooner than 28 days prior to the completion of your qualifying period. If you have already completed your qualifying period, then you may apply now.
However, if you are refused and have leave remaining, then you would have no right of appeal, but may reapply before your leave expires.

If you have been in UK since last 6.5 years on work permit then you are are eligible for ILR now (and have been since last 1.5 years). This is provided you meet other standard requirements for ILR (e.g. absences from UK not more than 180 days total of 90 days in single trips). If you have been out of UK for then i suggest you search the forum for other people's case studies as many get ILR if absences are justified.
