changes to ILR: Retrospective

Hi Guys,
I just noticed that some changes have been made retrospectively for anyone seeking ILR post mid 2011.
1. Does anyone have a summary of these changes (not the whole document as I got confused).
2. I am concerned about the driving penalties also but I can't find the relevant information.
