14yr ILR Please advice

Hi Guys, I have a situation that requires advice. Am a Kenyan National and have been in the UK for 13 yrs 6 months now looking to apply for the 14 yr ILR at the end of the year. I came as a student in 1998 and have been renewing my visa until 2008 when I applied for the 10YR ILR but failed as during my 1sy year of visa renewal - 1999 my application was late by 1 week. I have been waiting for the 14 yr window but was issued with the ISI151A October last year 2010 and report every 2 months. Now am wondering will this affect my ilr application, if so how can i go about it? can the case resolution directorate help, how do i approach them? Thanks a lot

Unfortunately, I don't think you are eligible for an ILR application now on the basis that you've been served with an IS151A, as this 'stops the clock'/'resets the clock' for continuous residence.
As for the time you applied for your ILR based on 10yr continuous lawful leave, I find it strange that discretion hadn't been exercised if your application made in 1999 was late by no more than 10 calender days. Unless the rules were different at the time.
