initial hsmp application date/ JR prior to 3rd April 2006

Please i need help ascertaining when my Mum's initial hsmp application was made, with a view to knowing if we ( For clarity, I am her dependant Son) are actually covered by the JR Policy Document.

We would be completing 5 years in the UK under the aforestated category and are actually due to apply for ILR in Sept 2011, but I feel we should have been due for ILR in Sept ' 10 because our Initial Grant was for 1 year before getting LTR in Oct'07 for 4 years.

I have come to understand that only applicants whose applications were received before the 3rd of April 2006, were actually granted an initial leave for one year and 4 years subsequently while all the post April 3 2006 applicants had their initial and subsequent grants adopting the 2 + 3 years format.
My Mum's Approval letter reads 22nd of May 2006, and she can't really lay her hands on any other earlier documentations to strengthen my believe that we indeed are covered under the JR and as such our ILR application is almost overdue by a year.

Sorry for the length of this but in summary my questions are :

1) How do we ascertain for sure when our application was received as this seems the pre-determinant of whether we were in fact due for ILR last year.

2) If we were , what avenues remain open for us to exploit?

I raised this question many months back but there was no satisfactory reply.
When an embassy issued visa for one year in May/Jun 2006, it is sufficiently true that your case was considered under rules prior to 3rd Apr 2006. After this date you were supposed to get 2 years. If embassy was not aware of one year/two year visa , who would else be. In my opinion there is a strong case that people who got one year visa in 2006 should be eligible for ILR after 4 years. This was unfair with migrants who applied for extension after one year and then spend 5 years for ILR. I have seen people playing with numbers and dates here. It is inhuman that individuals who suffered of extension pain after one year at par with pre Apr 2006 applicants get no benefits at all and wait for 5 years for ILR

Make a subject access request, and ask for date of receipt of initial HSMP application.
