ILR under HSMP JR PD

Hi all,
Can someone plz shed light on the following points that I am not that sure about applying ILR by way of HSMP (4 April 2006 - 7 November 2006 category):
- is there any special fee arrangement than the new band that just recently be rolled out (which rates £972 for postal appl)?
- what really 'economically active' implicates - is there any frame of minimum income level or does one have maintain a bank balance for the maintenance cost?
