When to book PEO appointment

HI everyone.
HSMP visa stamped 4 Nov 2006 for 2 years expring 3 nov 2008.
Then extention for 3 years expring 3 nov 2011.
when can I book peo appintment under the rule of before 28 days.

Depends on when did you enter the UK after getting the visa. Your 5 years period would start from the date you entered the UK and NOT from the visa stamping unless you were in the UK on another visa when you got the HSMP stamped.

I was on student visa before hsmp and converted in uk.
when can I book peo appointment?

You can apply 28 days before 4th nov 2011.
