ILR and penalty points for overspeeding

I am applying for ILR under the judicial review scheme. I have points on my drivers licence from fixed penalty, code SP30. I have read the criminality requirement BA guidance and I am satisfied that this will not impede my application. The document states:
"Receiving a Fixed Penalty Notice (FPN), Penalty Charge Notice (PCN) or
Penalty Notices for Disorder (PND) do not form part of a person’s criminal
record as there is no admission of guilt and they therefore do not need to be
covered by the 1974 Act. They should therefore be disregarded"
I am not sure whether I should disclose the penalty points on my application or not, if this is to be disregarded in any case. Please clarify
