ILR Point System

Hi,
Just wanted to clarify something. I am still a while away from my ILR application, however, I recently started browsing through the guidelines to check for any drastic changes.
I initially received my HSMP visa in January 2008 and my extension under Tier 1 valid from January 2010 until January 2013.
Questions:
1. Am I permitted to claim points for my Bachelors degree? I have seen some confusing language on the application form.
2. Are the points for salary as per the table which has 45 points for salary greater than GBP 40,000?
3. I first entered the country about 3 weeks after my stamp in January 2008 for 1 week and then finally returned about a month later. I am not worried about being away for more than 180 days, however, am I eligible to apply for an ILR or do I need another extension to cover my 3 week gap?
4. Is there any maintenance of funds requirement?
