Apply for ILR or FLR(M)

Dear All, I have learnt a lot here. But I still need your help.
My situation as follows:
1. I have PSW depenent visa valid? till August 2012;
2. I came to UK in December 2000. It will be 10 years in December 2011;
3. My Wife, PSW holder, got her ILR in September 2011;

my questions are:
1. Is there a 28 days deadline for me to apply for FLR(M) after my wife got her ILR? or I can wait for my 10 years ILR
2. I have got dependent visa for more than two years now. Is that possible to use SET(M) to apply for ILR;
3. I had passed the life in the UK test. If I have to apply for Blimp, will I need another language certificate?

I believe that it's possible for you to apply for ILR directly when eligible.

Thank you Vinny. you always give vulable advices. I have read many of your advics. its help me a lot.
I see someone mentioned the 28 day deadline. Is it true? My current visa is PSW dependent -partner, Is it still valid?
