ILR for TIER 1 dependant who is here 10 years!

I am a TIER 1 (Post study Work) visa holder and here in the UK since 2006. My Tier 1 visa expires in 2013.

My wife is here since 2002 February and soon it's going to be 10 years for her.
She was a student until I came and she is my dependant now.

Can she apply for ILR in February 2012 or not? If she can, What is the procedures please? Can she apply in the UK, or has it to be from outside the UK?

If anyone knows, please give opinions.

Yes, if she qualifies.
