London unpaid congestion charges

does unpaid London congestion charges create problems towards ILR.

I can't see why they should matter. It is not something you are ''convicted of as a criminal''. So, it is not an unspent conviction or anything.
You will be paying a fortune for you ILR, why not just pay the congestion charge fines if you are worried about them?
