Queries - ILR under HSMP JR

In the HSMP JR Document Policy it is said(General Grounds for refusal) point 28 :...we will refuse their application even if it otherwise qualifies under the terms of this policy.This might happen,for example, if they have broken United Kingdom immigration law or have a criminal conviction."
Does this mean that HSMP JR visa holders are not exempt from criminal conviction threshold?

245CD(a) tells a different story.
My understanding is that the policy refers to general grounds for refusal such as convictions for longer than 12 months.

Do all the people who apply ILR now under HSMP JR pre Nov.2006 have the same statement in their approval letters?
Or is this something i should worry cos CW can ask me to score the same ammount of points despite the date of approval(Pre Nov 2006)?(sounds weird)

Pretty much every HSMP JR covered migrant I guess, but there are always a few exceptions!
Settlement under HSMP JR is not point-based (
135G and
245CD) .
