ESOL/length of stay/covering letter

Hi all
I will be grateful if some one can guide:
My daughter has studied citizenship in GCSE with c grade.She studies ESOL for 1 year in college with citizenship.Is she exempt from Life in uk test and what documents /letters do I have to submit for evidence?
For ILR do I have to apply 28 before completing 5 years of stay where my FLR is valid even after completing 5 years.
I want to apply on window myself without solicitor can someone give me a template of covering letter to submit with documents .
