What is the earliest day I can apply for ILR?

Hi
I am currently under Tier 1 visa, my first HSMP visa was granted on 18/04/2007, it was switched from student visa. And my current visa expire on 18/04/2012, What is the earliest day I can apply for ILR? 21st March or 22nd? Could anyone help to answer this?

You can apply 28 days before you qualify for your ILR, you can apply 28 days before 18/04/2012.
You will be refused if you apply before 28 days.

according to 28 days rules, my understanding is the earliest date I can apply is 21st of March. but my friend said should be 22nd of March, which one is correct? please help.

Sorry for missing information for the earlier post. My apologies.
I'm assuming that you qualify for your ILR on 18 04 2012.
So now (18-04-2012) - 28 days = you can apply for your ILR.
