did anybody have an idea regard 2012-02-12 new policy

Hi
I just saw a topic from a chinese immigration forum. This guy mentioned he will application ILR soon, but he has been hold by his company's HR, because HR said Home office will have some new immigration policy comming after 2012-02-12.
Did anybody have an idea regarding the new policy.

I read some news. It sounds there will be reform for family settlement and settlement routes.
reform for family settlement: I think its change from 2years to 5 years.
how about settlement routes. did anybody have ideas about it?

As my wife and myself eligible for ILR in March 2012 so wondering does anyone come across the spouse settlement visa changes in home office website recently?
Some body mentioned that spouse settlement visa changes start from Feb 2012 but i couldnot find any where in home office website

I have not seen anything to suggest that changes to the family settlement routes will be coming into force in February, the only date that appears to have been mentioned is
April
In any event, even if there were changes to the family settlement route coming into force in Feb
- they won't apply to a dependent of a tier 2 migrant who is applying for ILR under the PBS dependent rules.
- they are also unlikely to apply retrospectively to a spouse of a settled person who has already been granted a spouse visa/limited leave as the spouse of a settled person for 27 months/2 years.

I guess even if new policy announced at Feb, it will implement in April.
