Can one apply for both: if not ILR then Extention

Probably a dumb question:

For postal or Premium appointment.
Is there a way to provide both forms ILR and Tier 1- Extension in same filing such that if ILR fails they should consider it as extension?

I guess you indicating it is indeed a dump question coz answer is NO.

But I had read in one of the forum that someone had done it ... now I am not sure whether it was mentioned in covering letter and it was at a discretion of case-worker or whether there is formal way of doing it.

that is my question that if one have many absences and he/she is fulfilling all the other requirements then why UKBA don't extend their visa or advise to do that.. they straight away refuse...
