Indefinite leave to remain (ILR): URGENT

Hi All,
I need URGENT help to know what are my options.
Work Permit: 23-03-07 - 23-03-12
Tier 1 (General Migrant) : 08-05-2009 - 08-05-2012
Entered in UK: 11-03-07 (On a Visitor Visa)
I finish 5 years on 23-03-12 for ILR.
I don't qualify for HSMP Judicial Review as per the below snippet. Does that mean I have to score points to get ILR or get HSMP extension ??
