Does only 5yrs p60 enough for EEA3 Application.

Guys any help, a friend of mine EEA national intend to apply for PR EEA3 after continuously working for 5yrs, So his question does 5yrs p60 alone ENOUGH to apply for PR EEA3.

P60s are enough to prove employment. The HO requires also proof of residence. If the P60s can serve that purpose, it is possible. Or just have him adding a few utility bills / tenancy agreements from the 5 years.
