Not exactly EEA route... But this ties in with the Zambrano (Case C-34/09) Principle...

Waiving the fee on human rights applications

It is possible to be exempted from having to pay a fee for a human rights based application.

This can be done using Appendix 1 to Form FLR(O), available here:

It states you need to be destitute to accomplish it... However, everybodys essential living costs are different. If you are in touch with the local authority recieving Section 17 funding, or simular?, then you'd qualify.
