Is SET(M) Right for EEA Partner of Newly Naturalised Citizen

I am a New Zealander. Recently I acquired British Citizenship through naturalisation after 5 years Tier 1 and then 1 year Permanent Residency.

My live-in partner of 2 1/2 years here in the UK is an EEA National. Though she did not find a job until after a year of our relationship (only been working 1 1/2 years).

My question is - can she apply for Permanent Residency (Settlement) using the SET(M) form? According to https://www.gov.uk/government/uploads/s ... t_2015.pdf it states:
If you are applying as a partner of a person who last had leave as a Work Permit Holder, a Relevant Points Based System Migrant, on the basis of UK Ancestry or in any other temporary work related category and they now have indefinite leave to remain or have been granted naturalisation this is not the correct form to use. For further information on which form is applicable see: https://www.gov.uk/join-family-in-uk
I visited the URL because I was a Points Based System migrant and have recently been granted Naturalisation. But the link provided little help.

Ultimately I'd like my partner to get British Citizenship and we plan to get married. Should she be able to get Permanent Residency then she should be eligible to apply for Citizenship after 3 years here in the UK.

Can you provide guidance? Is my partner eligible to apply for SET(M) Settlement or should we be using a different means of getting her Permanent Residency?

You partner cannot apply Set M, after living with you for 5 years and exerciding treaty rights he may apply for citizenship if you are married.
