Visa type: Family Member of an EEA National

Hi all,
I am an EEA national hoping to get my dependent parent into the UK.
I currently live in my native country. I am planning to move to the UK soon to become a qualified person.
I have started an online application form for my dependent non-EU parent to better understand what is required when we are ready to apply.

On the EEA national page within the application form, there is a question:
What is the EEA National Registration Certificate number for the EEA National?
There is a star beside it, indicating that it is a mandatory question. I think this is what they mean by "EEA National Registration Certificate": https://www.gov.uk/government/publicati ... orm-eea-qp

Does this mean then that in order to apply for the visa for my parent I necessarily need to first get an EEA National Registration Certificate?
I was under the impression that this isn't a mandatory thing, but the form seems to imply so.
If it is indeed mandatory, could someone share experience in terms of how long it takes to get such a Certificate?

You have posted in correct place - EEA forum.

You are looking at a form for an EEA national to confirm their rights once in UK. This is not appropriate for a dependent currently outside UK.

What your dependent requires in order to have initial permission to enter UK is a Family Permit (FP).
