Decision withdrawal letter?

hello, i am new in this great forum. I have received Decision withdrawal letter from UKVI Sheffield. Here I explain my situation.. I have applied twice for EEA family Permit for my Wife. First time in December then in February 2016. Unfortunately UKVisa office Sheffield refused me visa of my wife under EEA rules Section 7 2006 immigration rules that She is not a Family Member of EEA national . I am a Spanish naturalized Citizen of Bangladeshi Origin and my wife also from Bangladesh who came to Spain Valid Spanish family Visa and she has been living with me since 2011 with a Spanish permanent Residence permit and we have a daughter who is also born here in Spain and Spanish citizen. Both time she was denied visa because UKBA thinks she is not my Wife.

I have appealed First Visa refusal Decision in January 2016 and re-apply in mid February 2016 (2nd Application).
Last 7th march i have received 2nd visa refusal notice by Email for the same reason. But on 9th of March I have received successful appeal decision email from Appeal department of Sheffield office.

My question is , does 2nd refusal impact my successful decision withdrawal by ECA?

Will they issue visa on the ground of my First application even though my 2nd application was refused for the same reason??

Hi, I also got the same email correspondence. Can u please advise if you got ur visa approved? If yes, when did u submit your passport? Will it be ok if you could pls provide ur timeline from the date of this email? Appreciate your response. Thanks.

hello my wife just got her passport return with visa on it. we appealed 27 jan , decision withdraw 3rd march 2017. 20th April passport submitted.
