EEA - PR - Concil letter instead of Council Tax Bill

I am sorry if this has been asked before, however I tried to find it on previous posts and I could not find anything.

I am in the process of applying for PR as an EEA after receiving my Residence Registration Certificate which I wrongly applied for back in March 2017. (Should have applied for the PR then... but never mind.)

I have been a resident in my current Council for 8 years however I do not have copies of the previous Council Tax Bills. So I have contacted the Council and they said they will send me a letter stating that I have been paying council tax in XXX Council since June 2009. Would this be accepted instead of Council Tax Bill?
