Family Permit application while away from spouse

If I were to go to the UK with my children (we all hold Italian passports), to live and work. Can my husband apply for a FP from his native country if he had just arrive there?
Example: I move from the US to the UK tomorrow, my husband travels to Venezuela tonight and tomorrow he launches his application there. And then he hopes for the best :? :?: :?:

Any thoughts on this matter :?:
