The language used in that announcement is not new. Non-EU family members of EU citizens fall into the same group as EU citizens for these sorts of things in the past, and I see no reason that this is different.

I read it a few times but I could not find where they state this is relevant to EEA RC.

The following procedure need to follow for assessing this news relevancy on ukba website:
1. VISIT THE UKBA WEBSITE HOME PAGE: http://www.ukba.homeoffice.gov.uk/
2. CLICK AT THE RIGHT HANDSIDE OPTION CALLED NEWS AND UPDATES
3. ON THIS PAGE AT MIDDLE OF THE PAGE YOU WILL SEE ANOTHER ICON CALLED AS NEWS FOR.
4. CLICK UNDER THIS ICON NEW FOR JUST CHOOSE THE EUROPEAN CITIZENS.
5. WHEN YOU CLICK ON EUROPEAN CITIZENS THEN IN RESULT YOU WILL SEE THE RELEVANT NEWS TO THIS SECTION AND VERY EASILY FIND THIS BIOMETRIC NEWS. THAT CLEARLY MEANS THAT IT RELATES TO NON-EEA NATIONALS.

AFTER DOING THIS SHARE THIS RESULT TOO.
