EEA3 application confusion

Hi All,
I wanted to confirm that my wife eea national is a casual worker. Which means no fix hours.
And it gonna be five years in july so will she qualify for eea3?

To qualify the work needs to be genuine and effective. How casual is her work? it is 15-20 hours a week or 2-3 hours a month?

It depends on what she does. Does she make a living from this work?

What is your status?
How is she funding her existence in the UK?
Does she have comprehensive health insurance (outside of the UK NHS)?

No, She do not have comprehensive insurance.
She is my wife and i am on spouse visa got residence card.
I am working full time.

Sometimes she get 32 hours a week or even more but sometime zero hour a week.

It depends on what she does. Does she make a living from this work?
I am working full time and paying all the bills and mortgage.

It doesn't matter what you (the non EEA national) is doing. What is important is what your wife is doing. It seems your wife would qualify as a worker and she should be able to obtain confirmation of her PR status using form EEA3.

Even as a casual worker, sometimes she does not get any work in a week but sometimes 30 to 40 hrs.
Hope she dont need csi?

If she qualify as a worker, CSI is not required.
Does she have P60s for the 5 years? It won't be obvious from them that she works part time so most likely won't raise any questions.
