EEA -forms returned - please help

I am a non EU husband of an EEA citizen. My wife is a Romanian citizen and we were issued with residence permit in 2007 as she was exercising treaty rights as a worker when Romania joined EU. Soon after this she stopped working to take care of our 3 little children. I worked and maintained my family. Since then 5 years has passed and we applied for permanent residence 2 months ago. Unfortunately our documents have been returned yesterday stating that we need to furnish comprehensive sickness insurance for the period of 5 years as apparently she falls in the category of self-sufficient. We were not aware we needed one. Any advice as to how to proceed from here will be much appreciated. Many thanks in advance.

If you were working did your company provide you with health insurance as a benefit, if yes then you can use that to prove your family has/had health cover.

No private insurance cover from work, unfortunately.
