what other documents are excepted other that passport?

my friend wants to apply EEA visa, but he does not have valid passport, expired a month ago.

To exchange his expired passport in the uk with his country embassy, he needs to show valid visa in the uk, His visa expired as well. So, no chance to exchange it. Only way to exchange it is in his home country.

So, what other documents ukba excepts instead of expired passport. Perhaps, a travel document from his country embassy in the uk?

Please advise if you know

What is your friend's citizenship? There was an earlier case of somebody from Nigeria which got resolved with the help of UKBA I think.

He will need to talk with his embassy and find out what exactly they need from UKBA and who UKBA can call at the embassy. And then he will need to push on UKBA to call them.

http://www.immigrationboards.com/viewtopic.php?t=75812 contains a very similar story of somebody who could not get a Nigerian passport without UKBA's involvement.

This appears to be quite common now. A classic chicken and egg scenario.
