Permanent resident card

Dear all
I am an eea national.i got permanent resident card.my mother got 5years resident more 5years ago.she applied for permanent resident card but it was refused and Home office sent all documents back but my mother passport did not return back.ho sent appeal form .when she applied then she provided last 5years utility bills joint name with me .but ho stated on the refusal letter they did not receive all 5years bills.so what can I do now?Because she has not got passport. Appeal or fress apply?please kind people reply urgently.i highly appreciate your kind advice.Thanks in advance
