he came to pakistan but unfortunately his mother died..after 2 month he applied for eea family permit from islamabad and got refused..At that time he got his eea residence card in uk...then his wife send him eea residence card through post..he flew to uk and at immigration counter the uk boarder staff have some conversation about his eea family permit refusal (refusal stamp in passport)..But the boarder staff allowed him entry in uk because of residence card....Is this way uk boarder agency work?.eea family permit refused but residence card granted. so disgraceful

Yes - it is a Kafkaesque bureaucracy that is slowly but surely drifting into total chaos caused by lack of management. But that is just my personal opinion. :-)

Is this the way the UKBA work? Yes, this is their normal behaviour.

UkBA now have a younger sibling, UK Border Force, which is very eager to follow its older sister's footsteps.

Rumour has it that from 2013 all applications from Pakistan will be beyond reproach. No more mistakes because the answer will always be yes.

This is really ridiculous to refuse a family permit on basis of marriage of convenience on one hand and issue a residence card to the same person on the other!
I don't know how these people work

Like any mediocre bureaucracy: they follow the process, do not use common sense, and most importantly never talk to each other :-)
