Does anyone know how to submit an application without a passport after the home office retains it following refusal of previous application? (EEA4 was refused now re-applying for EEA2) without using a solicitor their fees are unbelievable. Many thanks

Write a covering letter indicating your old reference number along with your new eea2 form and supporting documents. Hopefully you must get new rc on passport as the same department deal eea2 & eea4.
