how long take a letter respon from HO?

HO have send my PR but i have not recieve it call the royal mail they said it return to sender..i just send to letter for redelivery ,... its say 20 working days but i have doubt that

can you pls give me some advice guys what should i do?

Write to them stating that it has not been received.
