EEA family permit refused to EEA mother

Hello House, my friend who is an EEA national on maternity leave applied for her mother who is a retired teacher in her home country Nigeria for EEA family permit. The application was refused reason given at the Embassy was that there was no proof of financial dependancy submitted, even though the mother was not depending on the EEA national due to her receiving pension. Any advise on what to do because the EEA National intend to appeal to the Embassy.

The parent of an EEA national don't qualify for an EEA family permit, except they can should they are dependant on their son/daughter.

In this circumstances, the ECO was correct, especially given the fact that there is no evidence they were living under the EEA national's roof.

Thanks Obie for your response I just finished speaking with the EEA national, one more question please do you think the mother will qualify for a visit visa with those document sent and her pension payslip.

That is another section of the board. Normal UK rules apply. Since she has been refused once, I suspect it increases the chance that she will be refused under another category.
