You need to clarify whether your wife is non-eu national who has Belgian residence permit or Belgian National ID card.

If she has residence permit that is normally issued to non-eu nationals by the member state then she will need EEA family permit in order to enter UK because UK does not recognize the residence permits of other member states at the moment.

How do you plan to travel? If by air, you might find it difficult to convince the airline to allow your wife to board the flight without a visa. It should possible if you take the train or drive.
