EE1 family permits and EEA2

Hi there.
I am a British woman with a British passport. I have lived in Tenerife, Spain for over 5 years now and I have been with my wonderful husband for the last 5 years and we married last june (2012)
My husband Elio is from Venezuela and holds a biometric Venezuelan passport.

We have made the decision to move to the UK for many reasons, my parents are there and we want to be close to them as I am an only child and my mother has many health issues and generally for a better life.

Anyway, I went to make an online appointment for the EEA family permit and I thought that we would need to go to the British embassy in Madrid to do this the correct way.
The information that I read said that we need to apply for this when in the UK... I am baffled by this as I thought we would need to have this visa in my hubbys passport before we make the move???

Can someone please enlighten me on this please?

Thank you for that information.
I am still baffled but not quite so much LOL.

So, just so I have this right... we do need to get to the UK and then apply?
It is a big move to make without a guarantee. :?
