Permanent residence / EEA4 / EEA family member / non-EEA

My question is about applying for a UK permanent residency through EEA route.
I will be writing a very long message. Please be patient and hope you will read my message.
I am planning to apply for a UK permanent residency using EEA4 form.
Background about me:
1) I am a non-EU citizen married to an EU citizen. Before coming to the UK we lived in Sweden.
2) My wife is French and she came to the UK in 2006 to study PGCE. She took a student loan to pay the tuition fees and she received a bursary for 10 months.
2) I was a PhD student in Sweden then and had a salary of my own from the university in Sweden.
3) End of December 2006 I came to live with her in the UK and at the same time to do my final year PhD research work in a university in the UK. Even during that time I had a salary from the university in Sweden.
4) Later in 2007 my wife applied for a residence document and she got a Blue card.
5) After she got her residence document I applied for an EEA family residence document and I have been issued one without having to show proof of any comprehensive health insurance. I guess there was no problem because I sent my employment certificate from Sweden when I applied for a permit and my wife was a EU student with a bursary.
This EEA family permit was valid until September 2012.
6) Later in October 2007 we went back to Sweden to finish my PhD degree. (Been away from the UK from October 2007 to August 2008)
7) In July 2008 I was offered a job at a university in the UK. We then moved to the UK in August 2008 and worked at the university until May 2011.
8) My contract expired and kind of managed to get a position in France; so we moved to France in June 2011. My job was supposed to have started in February 2012 but it was suddenly cancelled at the last minute.
(Been away from the UK for more than 11 months: From June 2011 to 2012)
During the above period (between 2006 and 2011) my wife was a student for a year and then worked only part-time. Even the part-time job was not continuous. She had couple of teaching jobs here are there.
9) Later I managed to get a job in the same university where I had worked in the UK before. We then moved to the UK in May 2012 and I have been working there since then. Just before my EEA family permit expired, I applied for a new EEA family permit.
As my wife was not working, they asked me to provide comprehensive health insurance. After I sent my health insurance policy (family POLICY), I got my new EEA residence document which is valid until November 2017. Couple of months later (probably in February 2013) I cancelled the health insurance policy thinking that I do not need it.
My wife has done some small part-time teaching jobs since January 2013 and she’s currently looking for a job.
I just realised that we will need a health insurance policy to be able to apply for a permanent residency. I am going to buy a policy sometime soon.
Can anyone tell me what the cheapest policy acceptable by the UKBA is? I got a quote of 28 GBP per month from WPA.
It covers: (A) Inpatient: hospitals, hospital charges, specialist’s fees, diagnostic fees
(B) Outpatient: Specialist fees, diagnostic tests, physiotherapy, complimentary therapy
(C) Additional: NHS cash benefit
Will this cover be enough?
10) I am thinking of applying for the permanent residency sometime in 2014. Does anyone know if I will be eligible? Somewhere on the website it say that you can be away from the UK upto 450 days at a stretch in the count for 5 years of residency. If I count my residency since August 2008, I have been away from the UK for about 11 months.
And one more thing; I will be quitting my job this August and I will be studying again at a university for a year. I will be self-funded and we’ll be financially self-sufficient. We do get child tax credits and child benefit. Our child was born in the UK and is a French citizen.

Any help and advice will be of great help.
