EEA Family Permit - SS Route - Mother/Son in Law

Good morning
I'm a UK national, my wife is Russian with ILR, we're both living in the UK. My wife has an elderly mother and a son who are both completely dependent upon us. Naturally we wish for them to join us in the UK but the 2012 rule changes will make a 'regular' applicationdifficult and likely to fail.
My wife and I are prepared to work/reside together in an EU state for 6 months, apply for RC, etc. Our 2 Russian family members would join us for the duration, initially on 30 day Schengen visas (which would be allowed to expire).
My thoughts are that we would (eventually) apply for an EEA2 FP under surinder singh route from the resident member state; and that this would be successful. We would then approach port for entry to the UK.
My son in law is 23. He's now completed his university studies. He is unable to find work of any description in his area. His father disappeared a long time ago, he has no other relatives; we can prove total dependency. It is my strongest desire - to keep this family together.
My question: assuming that entry will be successful, will travel back to Russia (apartment formalities) be possible for either of them while waiting for UK RC applications?
did I miss anything or get any of this wrong? we've only recently been introduced to the concept of the SS route and are attempting to find similar examples to our own situation.
